The Constitution of the Arkansas City Clerks, Recorders, and Treasurers Association states that our purpose shall be to improve the administration of local government through officials known as City Clerks, Recorders, and Treasurers. It is the mission of the City Treasurer's office to efficiently manage and protect public funds while providing the highest level of customer service.

Shelia Ragsdell, Treasurer, has been with the City of Paragould since 2002. She has previously served as Deputy City Clerk, Administrative Assistant, Chief Administrative Officer, and the Mayor's Executive Assistant.
